Petition for Fast-Track Inquiry and Justice in Dr. ‘Abhaya’ Murder Case at RG Kar Medical College

Honorable President Murmu,

We bring to your esteemed attention the gruesome murder case of a junior doctor at RG Kar Medical College, Kolkata. On October 18, the hospital will mark its 138th foundation day, named in honour of the visionary Dr Radha Gobinda Kar, who dedicatedly collected donations to establish this institution for the needy and impoverished. Sadly, the hospital’s reputation has been marred by this tragic event.

We are deeply concerned about the progress of the Central Bureau of Investigation investigation. There are troubling signs that evidence from the crime scene has been tampered with or deleted, and the body of the victim was hastily cremated, eliminating crucial evidence. Additionally, the postmortem report raises questions.

Given these grave concerns, we respectfully request your intervention to ensure justice is served swiftly. Specifically, we urge:

1. The perpetrators of the heinous crime committed against Dr. ‘Abhaya’ be brought to justice with the maximum punishment allowable by law, expedited through the honourable Supreme Court and High Court’s orders.
2. The recent arrest of the Officer in Charge of the local Police Station is unprecedented and highlights the deep-rooted corruption within the administrative machinery. It is common knowledge that such actions would likely require the consent of higher officials, including the Deputy Commissioner or Commissioner of Police. The involvement of these higher-ranking police officials must be thoroughly investigated.
3. Section 228A of the IPC prohibits the publication of the identity of rape victims or any details that may reveal their identity. The then Commissioner of Police publicly announced the victim’s name on live TV, which violates this law. He should be immediately removed from All India Services, dismissed from his position, and punished according to law for this breach.
4. Those responsible for destroying or altering evidence be held accountable and receive appropriate punishment.
5. Individuals in law enforcement or government who have acted behind the scenes must be identified and given exemplary punishment.
6. A high-powered team should be appointed to investigate the corrupt practices in West Bengal government hospitals and implement necessary corrective measures.

We trust that your direct intervention will lead to timely justice and the correction of systemic corruption.
